Upgrade and Modernization of Sofia District Heating Production and Distribution System

Installation Works for Preinsulated Pipes and Elements III

 

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 19 January 2018.

 

Toplofikacia Sofia EAD (the “Employer”) has received a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the “Bank”), towards the cost of Upgrade and Modernization of Sofia District Heating Production and Distribution System. The Employer intends using part of the proceeds of grant funds and Employer’s own funds towards the cost of Installation works for Preinsulated Pipes and Elements III.

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the grant. The scope of installation works is divided into separate Lots as follows:

- Lot 1 – refers to 5 sites with total length of 2169 m located in DHR “Sofia”;

- Lot 2 – refers to 4 sites with total length of 1749 m located in DHR “Sofia”;

- Lot 3 – refers to 2 sites with total length of 3640 m located in DHR “Sofia East”;

- Lot 4 – refers to 4 sites with total length of 2572 m located in DHR “Sofia East”;

- Lot 5 – refers to 2 sites with total length of 2151 m located in DHR “Sofia East”;

- Lot 6 – refers to 2 sites with total length of 3056 m located in DHR “Sofia East”;

- Lot 7 – refers to 2 sites with total length of 2861 m located in DHR “Sofia East”;

- Lot 8 – refers to 5 sites with total length of 2982 m located in DHR “Zemliane”;

- Lot 9 – refers to 8 sites with total length of 1834 m located in DHR “Liulin”;

- Lot 10 – refers to 1 sites with total length of 1660 m located in DHR “Liulin”.

 

The Tenderers are invited to submit their proposals for one or more Lots. Each lot must be priced separately. Tenders for more than one Lot may offer discounts and such discounts will be considered in the comparison of tenders. The Purchaser will place one contract with successful Tenderers, including one or more Lots.

 

Tendering for contracts to be financed with the proceeds of the KIDSF grant will be carried out in accordance with EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities and for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer’s country.

To be qualified for the award of a contract, tenderers must satisfy the minimum qualification criteria set forth in Section III of the Tender Documents.

If requested and upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

The Employer will organize a pre-tender meeting on 18 April, 2018 and encourages all prospective tenderers to take part in it. During the meeting the Project Manager will familiarise the representatives of the Tenders with the details of the technical requirements and tender procedure.

All tenders must be accompanied by a tender security in EUR or its equivalent in a convertible currency for the respective Lot:

Tenders must be delivered to the office at the address below on or before 21 May, 2018 at 2:00 p.m. (local time). Tenders will be opened on the same day at 2:00 p.m. (local time), in the presence of those tenderers’ representatives who choose to attend.
