The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website on 8 July 2013.

Toplofikacia Sofia EAD, the municipal district heating company intends using the funds financed under a Grant from Kozloduy International Decommissioning Support Fund (KIDSF) administered by the Nuclear Safety Department of the European Bank for Reconstruction and Development (EBRD) towards the costs of the Project for Upgrade and Modernization of Sofia District Heating Production and Distribution System.

The Project as a whole consists of 6 project components, namely:

  1. Increase of heat transfer energy efficiency
  2. Construction of cogeneration plant for HOBs Ovcha Kupel
  3. Reconstruction and modernization of boiler units EK220 t/h No.7 and No.8 at Thermal Power Plant (TPP) Sofia
  4. Modernization of turbine unit TG 3 at TPP Sofia east
  5. Construction of flue gas utilization installation for boiler unit EK220 t/h No.9 at TPP Sofia
  6. Flue gas utilization at HOB


Toplofikacia Sofia EAD (TS) has established a Project Management Unit (PMU). TS intends to engage a Consultant to provide technical assistance to the PMU (PMU Consultant).


The main objective of the assignment of the PMU Consultant shall be support to Toplofikacia Sofia EAD in the technical preparation and procurement, management of the implementation and assessment of results of the above Project components.


The assignment is expected to start in the beginning of second quarter of 2014 and last about 44 months, until the end of 2017.


The Consultancy Contract will be financed with the Grant from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria). Consultants from the following countries as of 1 October 2013 are eligible for shortlisting and selection: EU member states, Switzerland and the EBRD countries of operation.


Corporate services are required. The Consultant shall be a firm or a consortium of firms, with proven experience and expertise in the following areas:


  • Technical preparation; Procurement and Contracting

Technical preparation: elaboration/review of technical specifications/design terms of reference/other technical input for the Project components;

Procurement: elaboration/review of tender documents, assistance in tendering, tender evaluation and contract award in line with EBRD Procurement Policies and Rules and contracting in line with standard EBRD and FIDIC contract documents;

  • Energy Efficiency, Environmental Protection and Social Policy

Knowledge and application of related requirements relevant to large investment projects;

  • Management of projects/contracts

Management of the implementation: contract management and support in contractual (claims, variations, etc.), technical, financial, quality assurance, energy efficiency and environmental issues; monitoring for compliance with contract requirements in line with relevant regulations.

  • Project completion reporting and Verification of results.


Experience in the above areas within the countries of Central and Eastern Europe shall be considered an advantage.


Interested Consultants are hereby invited to submit expressions of interest. A short list of qualified consultants will be formally invited to submit proposals following this invitation.


In order to determine the capability and experience of consulting firms/consortia seeking to be shortlisted, the information submitted shall include the following:


  • Company profile and organization;
  • Brief information about Consultant’s personnel relevant to the assignment: The Consultant shall demonstrate that he has at its disposal a team of experts with a mix of skills and experience relevant to the tasks and functions outlined above, as well as a qualified Project Manager, who shall integrate the outputs of the various team members and shall have minimum 15 years of international expertise.. Short description of available personnel (without CVs) as well as the CV of a Project Manager, detailing his qualifications shall be provided with the Expression of Interest;
  • Details of relevant experience in the key areas outlined above in assignments undertaken in the previous ten (10) years, using the template below;
